In my end, my major gripe with PSP text is the redraw issues (they can be fixed by zooming In and Out once). The text tool isn't super fast either, but also it shouldn't be that slow as you describe. However, in my end brushes in PSP 2021 are slower compared to PSP 2020 (have no idea why, since the brush engines was supposedly not touched between the 2 versions). This can be mitigated by increasing the Step setting of the brush, and even more by resetting the brush (even after having increased the Step). PSP brush usage is also slower compared to PS, and also compared to Gimp and Affinity Photo as far as I can tell. Once they have, the switch should be almost instantaneous. Activating tools that involve brushes can be slow the 1st time until the brushes get cached.
However, with your system specs it shouldn't be that slow. I'm using both programs, and AFAIK PSP can be slower than Ps, especially when it comes to very big images.
